Drug Tracking System (ITS)

This system enables defining the product locations in the supply and distribution chain. With the help of electronic product code, it is possible to track each transaction of the drugs in the supply chain as from the production or importation. Accordingly, thanks to Datamatrix printed on drug packages, it is possible to record the last location, time and status of the product, so that this information can be saved in a live data source.

There are lots of problems across the globe, which make it necessary to track drugs and medical devices for safety reasons, thus the overall tendency all around the world is that these products need to be traceable.

Currently in much of the world various studies are being done in order to provide the traceability of medicinal products and various other countries are watching the process with intent to adapt the most successful system in their home countries. It is a matter of fact that the Ministry’s project ofPharmaceutical Track & Trace System brought to reality as the first in its fashion is carefully examined by many other countries.

As in other places of the world, it is also very important in Turkey to fight drug fraud and counterfeit drugs. The drug fraud and counterfeit drugs are serious problems. The discovering of counterfeit drugs and drug fraud abused the trust of the citizens dramatically.

As a consequence, the Ministry of Health established the Pharmaceutical Track & Trace System and launched it throughout the whole country in 2010.

Drugs need to be tracked from each location they pass through. In this way, it becomes possible to track them retrospectively.

The tracking of drugs is very important in terms of both providing reliable drugs and revealing the primary sources of drug fraud. For this reason, it is necessary to control all processes constantly. This means all production places of drugs, drug warehouses and pharmacies must be tracked. In this way, it becomes possible to prevent all kinds of counterfeit and smuggled drug sales. Besides, as it is possible to track drug stocks, manufacturers can recall drugs or public authorities can forbid the sale of drugs.

The Pharmaceutical Track & Trace System is the process of determining the past and current status information of drugs in the supply and distribution chain making use of the electronic product code technology.

The system has been designed according to the product transactions in real environments using linear processes. Being able to make the transactions in the system, which exist in real life, provides convenience. Notifications are made with the help of following transactions:

Production Notification: Pharmaceutical companies make production notification in order to introduce products to the system following the manufacturing.

Consumption Notification: Hospital pharmacies make consumption notifications in order to notify the system about their consumptions. This notification is made for products consumed for more than one patient in the hospitals or for products of which the place of consumption is unknown.

Product Purchase Notification: It has been designed as an approval mechanism for the control and confirmation of products. A stakeholder must first make a product purchase notification in order to make sale, transfer, export, deactivation or consumption notifications.

Product Return Notification: This notification is made in order to remove returned products from a pharmacy, hospital, pharmacy warehouse or distributor compnay because of withdrawal, expiry date or for any other reason.

Sale Notification: Sale notification is made for notifying the system about products sold from drug companies to pharmacy warehouses, from pharmacy warehouses to pharmacies or from pharmacies to patients. A seperate notification must be made for each sale.

Sale Cancellation Notification: It is possible for pharmacies to cancel sales. Accordingly, products being sold to patients are to be cancelled product by product basis, products being sold to reimbursement institutions are to be cancelled on prescription basis.

Product Transfer Notification: Stakeholders can make product transfer notification to other stakeholders with the same status, so that the patient can obtain the drug. Manufacturing companies can only make product transfer notification to manufacturing companies, the same is with pharmacy warehouses to pharmacy warehouses, pharmacies only to pharmacies and hospitals to hospitals. In case of a free transmittal from a hospital to another, the hospital, which made the transfer has to make product transfer notification.

Product Transfer Cancellation: Stakeholders make product transfer cancellation notification in order to take the products, for which they made product transfer notification before, upon themselves.

Export Notification: Companies make export notification in order to introduce the products with DataMatrix they have exported to the system.

Export Cancellation Notification: It is possible for companies to make export cancellation. For products requiring the cancellation of export, stakeholders have to make export cancellation notification.

Deactivation Notification: This notification is made for products requiring the removal from the syste for any reason.

Deactivation is a request of removing products from the system because of defective manufacturing or products expired in order to annihilate, so that these products cannot be sold and their registry in the system will be closed. Using this notification products' serial numbers will be inactivated and no other product can be notified with the same serial numbers.

NOTE: The system responds certain messages in reaction to the notifications. Messages involving a warning on product basis have been marked with and messages involving an error have been marked with , you can find the meanings in the error codes list. The system responds with warning codes in warning codes context. In error codes context the system responds with error codes and the definitions of the errors.

 

Track and Trace

The Track and Trace System has been developed, as the growing sectors required to track the product transactions in the product supply chain such as purchase, sale and product return. In order to provide the globally adaptation and standardization of the Track and Trace System, International Standards Organization EPCglobal has defined the standards specifying how to  encode the transactions in the supply chain, which the products on the market create and what these codes mean, working together with GS1, which is another foundation aiming to improve the solutions and standards intended to develop the efficiency and transparency of the supply chain. These standards are worldwide successfuly applied in many different sectors at the present time.

The Pharmaceutical Track & Trace System

The Pharmaceutical Track & Trace System includes communication infrastructures and computer softwares, which are used to operate this database along with the computers installed in order to trace the drugs, which can be tracked with the help of the DataMatrix included on them, by means of the notifications received from each point they go starting with the production or importation.

The Pharmaceutical Track and Trace System ensures to protect the drugs against drugs fraud and traces them due to safety reasons. The Pharmaceutical Track and Trace System controls via notifications received from the manufacturer, pharmacy warehouse and pharmacies,  that the drug units cannot be sold more than once.
